A native of Western New York, Dr. Elmer received his M.D. degree at SUNY-Buffalo School of Medicine. Following an internship at Ochsner Medical Foundation in New Orleans, he went on to a prestigious residency program at Louisiana State University, where he was elected Chief Resident in Ophthalmology. He then returned to Western New York and completed a Pediatric Ophthalmic Fellowship at SUNY-Buffalo Department of Ophthalmology. After the completion of his fellowship, he then went on an extended tour of mission eye surgery in Africa, performing a wide variety of complex eye surgeries.
